WHAT OTHERS SAY: Sports calls the shots on too many college campuses

Billions of dollars are feeding a further escalation of the already out-of-control college athletics arms race.

Two facts stand out in The Star's recent series on the issue.

First, when money flows into an athletic department, most of it does not get spent on educating young men and women.

The largest sums are lavished on highly paid coaches and assistants, used to make expensive upgrades to stadiums and arenas, or doled out for travel and other expenses. Sometimes the costs are obscene: University of Kansas athletic officials went hat in hand to boosters for $9 million to pay off not one but two head football coaches forced to leave Kansas in recent years.

As for the athletes, yes, some will get help with paying tuition, room and board. MU officials boast of $7.6 million in athletic aid per year. But that's far less than the $12.4 million worth of annual salaries and perks for MU coaches and a small sliver of the school's $64 million athletic budget.

Second, the money thrown at trying to win another game or two on the field won't be spent to improve academics.

Athletic officials looking for more funds to build ever-newer facilities compete with academic administrators desperate to slow down tuition increases and to underwrite more scholarships for needy students. There are only so many alums out there with deep pockets.

This battle for the proper balance between spending on sports and academics helps explain why it is so discouraging to see the University of Missouri System slash $35 million from its core mission of education even while donors are exhorted to give until it hurts for a $200 million campaign to improve MU's athletics program.

As Kansas, Missouri and Kansas State officials will gladly point out, all have had fundraising campaigns to help hire better professors, award more scholarships and build new educational facilities. Yet those campaigns are more necessary than ever because legislators in Kansas and Missouri have abandoned their duties to adequately fund higher ed.

Promoters of big-time college sports often hype the great publicity that athletics supposedly creates for schools. Two words of warning: Penn State. And a few more: drug scandals, cheating scandals, betting scandals. In reality, there's scant evidence that a well-financed athletic program creates a top-notch university.

In a free-market world, of course, the fundraising for athletics will continue unabated. Many officials will resist paying players something beyond a scholarship, even while Kansas basketball coach Bill Self rakes in more than $4.4 million a year.

College alums will spend on the priorities they think are important. Sometimes it will be a better engineering department. But too often it will be something far less consequential, such as a new weight room to produce bigger athletes to entertain us.

Whoever had the crazy idea to move when you?re in your third trimester is one strange and cuckoo person.

Oh wait.

Okay, in our defense, the market was really good, we wanted to get a new place closer to our daughter?s new school and wanted to be settled into our new home prior to baby boy?s arrival.

And honestly, the thought of a post-baby move is much more intimidating.

But boy is it ever hard, especially when you?re pregnant.

I have to give some serious kudos to my amazing hubby for being such a trooper and handling most of the logistics including the packing and transaction arrangements. ?It?s so physically and mentally draining and I?ve seen the stress he was going through (on top of the demands of his work), but I?m so proud of how he handled and dealt with it all.

I did, of?course, offer as much help as I could. ?Although I did not do any heavy lifting (it?s recommended not to lift more than 25lbs when pregnant), I helped organize everything to be ready for packing, wrapping of fragile items, cleaning and of course my day-to-day mommy duties.

Another big hug and shout-out to my mom who was of major help during this process. ?She was there to help with cleaning up our older home and transporting of food/perishables and other household items to our new home on moving day. ?Also, helped clean new home and organize the kitchen. ?In between all that, she also helped with caring for my daughter. Moms rock!

Even though I was advised from my family not to lift a finger and do too much during this move, it?s easier said than done, especially when talking to a?Type A-Virgo-borderline OCD person such as myself.

I can?t sit around and do nothing.

So, if you?re like me and you/or you just simply have no choice but to be actively engaged during a big move, here are some great tips that I gathered all over the net (and a few of my own that are starred).

1. If possible, move during your second trimester. You may be sick and puking during the first trimester, and you?ll be big and uncomfortable in the third (okay, so this didn?t?apply to me?)
2. Pack over time. Don?t wait to start packing. Pack a few boxes every night for several weeks instead of trying to get it all done in a weekend.
3. Get someone else to do the heavy lifting. While the exact recommendation varies, doctors generally say that pregnantwomen shouldn?t?lift more than 25 ? 35 pounds. That?s because pregnancy hormones cause your ligaments to soften and you can easily throw out your back. If you do lift, be sure to lift from your knees, lift slowly, and avoid twisting movements.
4. Paint prior to moving. If you are painting your new home, get someone else to paint prior to moving in so the fumes have time to dissipate. ?Be sure to use low- or zero-VOC paint?products. ?*If you move-in same day as closing, this may not be possible, so get someone else to do the painting for you (students cost less and usually do just as good a job with tons of energy!)
5. Clean carefully. If you?re cleaning anything in your old or new home with heavy chemicals (like oven cleaners), be sure to wear a mask and clean in a well-ventilated room or outside. Or, better yet, have someone else do it.
6. Stay hydrated and fueled. Most importantly, remember how important it is to eat and drink as you normally would during your move. Water, water, water! (This was something I had to continuously do during this particular move considering it was extremely humid outdoors!)
7. *Rest! And rest often! Lie/sit down and just kick your feet up. ?You need many breaks during a move, especially when you?re pregnant. Don?t overdo yourself.
8. *Unpack only what you really need the first week. Don?t worry, you don?t have to get everything done the first day or two. ?Just focus on what?s important and take it a day at a time.
9. *Accept or Enlist the help of Family or Friends. You are not superwomen! Well, most times we are, but in this case for your safety and health, allow close family or friends to help out as much as possible. Even for little things like watching your little one/s so you can do some packing/un-packing, cleaning, dropping off some take-out or making dinner the first day, etc. The little things are the big things!
10. *Listen to music. Okay so this isn?t just for pregnant movers, but trust me when I say this helps. Some upbeat and fun music during a move gets the body going and very uplifting. The time will pass without you even noticing and you?ll be in good spirits!

So, we?re happily settling in now (our move was last Thursday) and surprisingly got a lot done.

Nice to see parts of our new house starting to resemble, well,?home.

We?ve still got lots to do, but again, taking it a day at a time.

Just very relieved and glad to have the major part over with and being able to really call this our new home.

Afghan laws banning lavish weddings proving hard to enact

KABUL (Reuters) - A law curbing the spiraling costs of lavish Afghan weddings is proving difficult to enact, with many lawmakers opposed to legislation meant to contain crippling marriage bills in one of the world's poorest countries, a top government adviser said.

Since U.S.-backed Afghan forces ousted the austere Islamist Taliban in 2001, Afghans have revived the tradition of holding extravagant weddings, costing thousands of dollars, in a country where the average annual income is less than $400.

But after complaints from the families of grooms, who are expected to foot the bill and agree to every request of the bride and her family, the government has been working on new laws capping the number of guests at around 300 people.

"There was an idea in the Ministry of Justice to regularize that, to bring some kind of discipline, so that the family of the bridegroom does not suffer that much," said the ministry's top adviser Mohmmad Qasim Hashimzai.

"But then some people expressed opinions - especially some experts - that it was a private issue, that we should not intrude in the private business," he said.

Hundreds of guests attend Afghan weddings held in luxurious halls or in hotels, with clothing, food and music driving up costs with brides inviting the entire community to celebrations.

The government's bid to regulate the size of celebrations follows a ban last year on expensive weddings and dowries introduced by district governments in some areas to encourage young people to marry instead of postponing their nuptials due to spiraling costs.

The national government has since sought to introduce similar laws curbing expensive weddings across the country.

Parts of the law would also crack down on sleeveless dresses worn by women or other designs thought too revealing by religious conservatives.

Critics said the laws were a reversal for women's rights harking back to the Taliban period when weddings were monitored to ensure they did not breach hardline Islamic values including a ban on music.

Hashimzai said there had been significant opposition to the proposed law within President Hamid Karzai's cabinet.

"If the parliament approves it, it may go through. But there are lots of people who've expressed an opinion ... that it should not go through deeply in private matters, as weddings are a private issue," he said.

And practically, Hashimzai said, the laws would be near impossible to enforce even if they were introduced, as it would require the government to somehow attend every wedding and count guests, as well as judge costs.

"Do we need a policeman to go and stand over there?" he said. "I suppose some people may go to the family of the bride and say there is a rule and you cannot ask us to invite more than 300 guests. There will be some leverage. But I think it will be very difficult to control it."

Shellfire hits Aleppo after army says retook rebel area

ALEPPO, Syria (Reuters) - Artillery and mortar fire reverberated across Aleppo early on Monday and a military helicopter clattered towards a district that the Syrian army said it had recaptured from rebels in battles for control of Syria's biggest city.

Hospitals and makeshift clinics in rebel-held areas in the east of the city were filling up with casualties from a week of fighting in Aleppo, an commercial hub that had previously stayed out of a 16-month-old revolt against President Bashar al-Assad.

"Some days we get around 30, 40 people, not including the bodies," said a young medic in one clinic. "A few days ago we got 30 injured and maybe 20 corpses, but half of those bodies were ripped to pieces. We can't figure out who they are."

The opposition Syrian Observatory for Human Rights said 18 people were killed in the Aleppo area on Sunday out of more than 150 people, two thirds of them civilians, slain across Syria.

Outgunned rebel fighters, patrolling in flat-bed trucks flying green-white-and-black "independence" flags, said they were holding out in the Salaheddine quarter despite a battering by the army's heavy weapons and helicopter gunships.

However, the government said it had pushed them out of Salaheddine, the focus of fighting in the southwest of the city.

"Complete control of Salaheddine has been (won back) from those mercenary gunmen," an unidentified military officer told Syrian state television late on Sunday. "In a few days safety and security will return to the city of Aleppo."

EMPTY STREETS

The army's assault on Salaheddine echoed its tactics in Damascus earlier this month when it used its overwhelming firepower to mop up rebel fighters district by district.

Assad's forces are determined not to let go of Aleppo, where defeat would be a serious strategic and psychological blow. But military experts believe the rebels are too lightly armed and poorly commanded to overcome the army, whose artillery pounds the city at will and whose gunships control the skies.

Reuters journalists in Aleppo were not able to approach Salaheddine after nightfall on Sunday to verify who controlled it. The Syrian Observatory said fighting was still in progress.

Warfare has stilled the usual commercial bustle in this city of 2.5 million. Vegetable markets are open but few people are buying. Instead, crowds of sweating men and women wait nearly three hours to buy limited amounts of heavily subsidized bread.

Rebel fighters, many of them from rural areas near Aleppo, still remain in control of swathes of the city, moving around those areas armed with assault rifles and dressed in items of camouflage clothing in an edgy show of confidence.

They were emboldened to strike at Aleppo and Damascus after a July 18 explosion that killed four of Assad's top security officials in a damaging blow at the president's inner circle.

Government forces have reimposed their grip on the capital and are eager not to allow Aleppo to slip into the hands of the rebel Free Syrian Army, whose checkpoints in some districts fly the black and white banners of Islamist militants.

With big powers divided, the outside world has been unable to restrain Syria's slide into civil war.

France said it would ask for an urgent meeting of the U.N. Security Council to try and break the diplomatic deadlock on Syria, but gave no indication that Russia and China would end their longstanding policy of blocking measures against Assad.

U.S. Defense Secretary Leon Panetta said on Sunday attacks on Aleppo were putting the nail in the coffin of Assad's government, showing he lacks the legitimacy to rule.

"If they continue this kind of tragic attack on their own people in Aleppo, I think it ultimately will be a nail in Assad's own coffin," Panetta told reporters.

The deputy police chief of Syria's western Latakia city defected and fled to Turkey overnight with 11 other Syrian officers, a Turkish official said on Monday, adding that another 600 Syrians had arrived in the last 24 hours, bringing the total number of Syrian refugees in Turkey to around 43,500.

AFTERMATH OF BATTLE

The United Nations humanitarian chief said 200,000 people had fled Aleppo, only 50 km (30 miles) from the Turkish border, in two days. It was not clear how this estimate had been reached given the difficulties of assessing relief needs in war zones.

"Many people have sought temporary shelter in schools and other public buildings in safer areas. They urgently need food, mattresses and blankets, hygiene supplies and drinking water," said Valerie Amos, the U.N. official.

Cars entering one Aleppo district came under fire from snipers on Sunday and a Reuters photographer saw three bodies lying in the street. Unable to move them to hospital for fear of shelling, residents had placed frozen water bottles on two of the corpses to slow their decomposition in the baking heat.

A charred tank lay in the street. Another had been captured and covered in tarpaulin. Burnt cars could be seen elsewhere, some marked "shabbiha" - a reference to pro-Assad militiamen.

Near the centre, most shops were closed, some with "Strike" painted on the shutters. Only a bakery selling subsidized bread was open, with a queue stretching around the block.

Syria's foreign minister also declared victory on Sunday in the battle for Damascus.

"Today I tell you, Syria is stronger ... In less than a week they were defeated (in Damascus) and the battle failed," Walid Moualem said on a visit to Iran, Assad's closest ally. "So they moved on to Aleppo and I assure you, their plots will fail."

Assad's ruling system is dominated by his minority Alawite sect, an offshoot of Shi'ite Islam, while his opponents are mostly from Syria's Sunni Muslim majority.

The sectarian element in the conflict has raised fears that it could inflame Sunni-Shi'ite tensions elsewhere, particularly in Iraq, Lebanon, Bahrain and Saudi Arabia.

In utero exposure to diesel exhaust a possible risk factor for obesity

ScienceDaily (July 19, 2012) ? Pregnant mice exposed to high levels of air pollution gave birth to offspring with a significantly higher rate of obesity and insulin resistance in adulthood than those that were not exposed to air pollution. This effect seemed especially prevalent in male mice, which were heavier regardless of diet. These findings, published online in the FASEB Journal, suggests a link between diesel exhaust exposure in utero and bulging waistlines in adulthood.

"It is becoming clearer that our environment profoundly affects our health in ways that are little understood," said Jessica L. Bolton, Ph.D., a researcher involved in the work from the Department of Psychology and Neuroscience at Duke University in Durham, NC. "We believe these data have important implications for health disparities as a consequence of socioeconomic conditions, in which low income neighborhoods tend to be disproportionately exposed to high levels of pollution, which we hope will inform policy and regulation decisions."

To make this discovery, Bolton and colleagues used two groups of pregnant female mice, one of which was exposed to diesel exhaust during the latter half of pregnancy. The second group was exposed to filtered air for the same time period. The mice lived in specialized chambers for four hours each day breathing polluted air and then were returned to normal housing after these exposures. Prior to birth, some of the fetal brains of the mice from both groups were analyzed to measure immune proteins and to get a "snap shot" of the fetal brain immune response to the in utero condition. Once the offspring were adults, they were placed on either a low-fat diet (10% saturated fat) or a high-fat diet (45% saturated fat). All other nutritional aspects of the diets were identical.

Scientists measured food intake, body weight and activity levels before putting the mice on their diets, and then weekly throughout the experiment. At the end of six weeks, metabolic hormones were assessed. They found that males from diesel-exposed moms were heavier than the males from clean air-exposed moms regardless of their diet as adults. In contrast, females from diesel-exposed moms were heavier than control females only if they were fed a high-fat diet as adults, and they never developed signs of insulin resistance.

"If you're pregnant and have a long drive into work, you might think twice about opening the car windows," said Gerald Weissmann, M.D., Editor-in-Chief of the FASEB Journal. "It's already been established that risk factors for obesity (junk food, high fat-high cholesterol diets, etc.) begin as early as the womb. This important study shows that the air a mother breathes is also one of those risk factors."

A rechargeable, air-breathing battery that can store up to 10 times the energy of today's conventional lithium ion batteries could be just the breakthrough that makes electric cars practical?if it ever leaves the laboratory. Scientists worldwide are searching for the right combination of materials that could make a working lithium?air battery a reality, not to mention stand up to the rigors of repeated charging and discharging.

Today, however, chemists have unveiled a material that seems to do the trick: gold.

Researchers at the University of Saint Andrews in Scotland are the first to acknowledge that an electric car battery made of gold would not be practical. But by using gold in an experimental battery, they have taken a crucial step on the way to a viable mass-market lithium battery that can power an electric car for hundreds of kilometers between charges.

The Saint Andrews chemists, in a paper published in the journal Science on Friday, describe how an experimental lithium?air battery featuring an organic electrolyte (dimethyl sulfoxide) and a porous gold electrode maintained 95 percent capacity after 100 charge?discharge?recharge cycles.

Scientists are interested in lithium?air batteries because the current lithium ion technology has inherent storage capacity limitations that doom it as a long-term option for electric cars. Lithium ion batteries used in electric vehicles rely on a metal oxide or metal phosphate (typically cobalt, manganese or iron-based materials) cathode as a positive electrode, a carbon-based anode as a negative electrode and an electrolyte to conduct lithium ions from one electrode to the other. When the car is driven, the lithium ions flow from the anode to the cathode through the electrolyte and separator membrane. Charging the battery reverses the direction of ion flow. The limited number of ions that can be stored in these electrodes, however, has prompted researchers to look in new directions.

"Lithium ion batteries are in many ways the best we have right now in terms of energy density, and they'll be with us for quite some time, including in electric vehicles," according to Saint Andrews chemistry professor Peter Bruce. "But we already know that if we can double the energy storage in those batteries, that's going to be the limit of what's possible. Lithium ion batteries won't meet our needs moving forward, hence the interest in looking at alternatives such as lithium?air."

In principle, lithium?air batteries would collect oxygen from the air while the vehicle is in motion. That means they would not need heavy-metal oxides that add weight to the battery yet offer limited storage. The oxygen molecules react with lithium ions and electrons on the surface of a porous gold cathode to form lithium peroxide. This lithium peroxide formation during discharge leads to an electrical current that powers the car's motor. When charging, the reverse reaction takes place?the oxygen is released back into the atmosphere.

Thus far, the cathodes and electrolytes being tested for use in lithium?air batteries decompose and degrade to the point where there is little lithium peroxide formation or only partial formation and decomposition after only a few charge?discharge cycles, Bruce says. He and Saint Andrews colleagues Zhangquan Peng, Stefan Freunberger and Yuhui Chen had been searching for a reaction at the electrode that could be repeated over many cycles.

Given the need to keep battery costs down, the Saint Andrews team suggests that instead of all-gold electrodes, one option might be to coat carbon with gold and observe whether the results are comparable.

"We've demonstrated that the electrochemical reaction that needs to take place in an air battery does work and does seem to be reversible," Bruce says. He and his team turned to gold as a possible electrode material because the metal is a stable substrate for oxygen reduction in nonaqueous (made from a liquid other than water) systems. The use of a porous gold provides voids for incorporation of the solid lithium peroxide, something not available from planar (flat, nonporous) gold. "We don't really know what it is about the nanoporous gold that seems to give us this level of stability, more work needs to be done to determine this," he acknowledges.

Lithium?air battery research is also underway at Argonne National Laboratory, the Massachusetts Institute of Technology, IBM and elsewhere, so stay tuned.

Subaru Canada has unveiled its upgraded 2013 Outback SUV with enhanced chassis and featuring the new EyeSight Driver Assist system.

The new Outback SUV is offered in 2.5i Convenience and Outback 3.6R variants for the 2013 model year.

According to the carmaker, the 2013 2.5i Convenience model is powered by double-overhead camshaft (DOHC) 2.5-litre BOXER engine mated to either a standard 6-speed manual transmission or Lineartronic continuously variable transmission (CVT) and generate an output of 173hp and 174lbft of torque.

The 2013 Outback 3.6R will be powered by a 3.6-litre 6-cylinder BOXER engine which will be mated to a 5-speed Electronic Direct Control Automatic Transmission with Manual Mode (5EAT) and will generate an output of 256hp.

Subaru said, the 2013 Outback SUV's EyeSight Driver Assist system features adaptive cruise control, pre-collision braking and a vehicle lane departure warning systems and protect the SUV from collisions.

Israel's Netanyahu loses key coalition partner

JERUSALEM (AP) ? Israel plunged toward a political crisis Tuesday after the largest member of the government quit, leaving Prime Minister Benjamin Netanyahu in charge of a hard-line coalition opposed to most Mideast peace moves.

The moderate Kadima Party voted to pull out of the government just two months after joining. The move appeared to push the country closer to early elections, a scenario that would paralyze Mideast diplomacy for months.

Even if Netanyahu manages to hold the truncated coalition together, the sudden crisis has broader implications for Mideast peace, leaving him in charge of a narrow parliamentary majority dominated by religious and nationalist hardliners who oppose concessions to the Palestinians.

Kadima leader Shaul Mofaz had brought the party into the coalition to work with Netanyahu on ending a contentious, decades-old system that has granted draft exemptions to tens of thousands of ultra-Orthodox Jewish seminary students. But with a court-ordered Aug. 1 deadline looming, the sides were unable to forge a compromise.

"We made a real effort to push toward a new law that would change the balance of service," Mofaz, a former military chief of staff, told a news conference.

Mofaz said he tried to forge a "new social contract," but was presented with "red lines" that couldn't be crossed. "We are going back with our heads held high to lead the nation in the opposition," he declared.

Kadima is the largest party in Israel's parliament, winning one more seat than Netanyahu's Likud Party in the last election, but it was left outside the government when Netanyahu set up his original hard-line team.

The draft exemptions have caused widespread resentment among Israel's secular majority, who are required to perform two to three years of compulsory service. Ultra-Orthodox leaders have been equally adamant in their refusal to compromise, claiming their young men serve the nation through prayer and study.

Netanyahu had sought a system that would gradually draft growing numbers of ultra-Orthodox over several years, and continue the exemptions for some of them. Mofaz wanted them incorporated much faster.

In a letter to Mofaz, Netanyahu expressed regret over Mofaz's decision.

"I am sorry that you decided to give up the opportunity to bring about a historic change. After 64 years we were very close to a significant change in spreading the burden (of army service)," he said. "I will continue to work to bring a responsible solution that Israeli society expects."

It remained unclear what would happen after Aug. 1.

Netanyahu's government, torn between religious and secular parties, had been on the brink of collapse over the draft issue when Mofaz was lured into the government in an overnight deal in May. Those divisions are likely to hinder new attempts by Netanyahu to reform the draft.

Kadima's addition gave Netanyahu a majority of 94 seats in the 120-member parliament, raising hopes that they would not only resolve the draft issue but also make progress on peace matters with the Palestinians.

Mofaz, a political moderate, favors broad concessions to the Palestinians and has proposed formation of an interim Palestinian state while final borders are negotiated.

With Mofaz's departure, Netanyahu appears unlikely to float any bold proposals toward the Palestinians. During a visit this week by U.S. Secretary of State Hillary Rodham Clinton, the Palestinian issue barely factored in discussions.

Mofaz came under heavy criticism from political moderates to join Netanyahu last May.

"Political cooperation born in sin was destined to end," said former Kadima leader Tzipi Livni.

Yaron Ezrahi, a political science professor from Hebrew University, said Netanyahu would weather the storm.

He noted that peace efforts with the Palestinians have been stalled during Netanyahu's three-year tenure in any case, and there was little momentum to revive them.

"Who is talking about the peace process today?" said Ezrahi. "The peace process is paralyzed by the two leaderships, and not by the peoples, who are tired of war and craving peace."

Instead, Netanyahu will remain focused on working with the U.S. on preventing Iran from developing nuclear weapons ? an issue for which he has broad public support.

Ezrahi predicted the government will fail to draw up a new draft law, forcing Defense Minister Ehud Barak to formulate new regulations.

Barak said late Tuesday that he would begin drawing up a temporary proposal to begin drafting ultra-Orthodox soldiers.

State of Emergency- Super Powered Role Play

Some people are different. Some people have abilities that most can?t fathom. Most of the people know that they?re different, but most don?t let on about it. If they did, they would be seen as insane, and if they made it obvious, they would be feared. Some are so secretive about it that they could be sitting next to one another and never even know it. However, this will all change soon.

Over the past five months alone, there have been countless attacks on the east coast. The government has told everyone that these attacks are a result of terrorism. They have joined up with an anti terrorist organization (Commonly referred to as ?The Corporation.?) in an attempt to end these attacks. They have closed down all airports and all main highways. Anyone in New York is staying here. And anyone outside of New York is staying out.

However, many are beginning to realize that these terrorists are more than just terrorists. They have powers. How else could any of this be happening? Maybe normal humans choose to be oblivious, but those who know better can no longer ignore this. Soon they?ll have no choice but to fight back. If they don?t? They will most certainly die.

As for the terrorists themselves, they don't even know what's going on. Their only orders are to destroy and kill. They are little pawns in this great big game of chess. They work for a man that they only know of as "The Boss" And they think that they're important. Which is an almost laughable misconception.

This Role-play is about Super Powers. But you know what, I was sick of those role-plays just about superheroes. So I made this. This RP isn't just another Super-Role-play. This role-play is abut government secrets, and misunderstood villains, and citizens caught in the middle of a war they don't even know exists. This his many different layers, and in my eyes, it has the makings of something different and very "cool." The only problem, I don't have enough Role-players.

I am looking for both creativity and consistency in a role-player. I would like people who post at least 2-3 (Large) paragraphs at least once a week, but no more than once a day. I also need people who are willing to make minor characters (who will die) as well as major characters.

Ben Bernanke told a Senate Committee that Fed officials pushed for reform of the rate-setting process in 2008, when it became clear that the LIBOR system was subject to manipulation by private sector banks. The LIBOR, which stands for London Interbank Offered Rate, is set based on voluntary reports by private banks -- rather than by observable transactions such as prices on bond trades.

Chairman Bernanke said the Fed in 2008 gave a substantial response by alerting other regulatory authorities and by making recommendations to officials in Britain, where a bankers'association helps to manage the LIBOR calculations. ?

"Why have we allowed it to go on the old way when we knew it was flawed?" Sen. Pat Toomey (R) of Pennsylvania asked.

"Because the Federal Reserve had no authority to change it," Bernanke replied.

"You have enormous influence," Senator Toomey retorted.

Controversy over the rate-setting process has emerged in recent weeks, as news reports have focused on the role of Barclays, one major bank that will pay $453 million in fines for falsely reporting its borrowing costs, and thus distorting the LIBOR benchmark.

LIBOR is used as a guide for numerous financial contracts, such as adjustable rate mortgages, that affect consumers and business.

Bernanke described the issue of LIBOR manipulation as a two-part problem. First, banks under-reported their costs from borrowing from other banks -- a move that stood to benefit them during the financial crisis that began emerging in 2007. Second, it appears that banks provided false borrowing-cost reports to enable their own traders to make profitable investments tied to LIBOR.

Bernanke said the Fed in 2008 became aware of the first issue, but not the second.

The tone of the hearing was not sharply confrontational, as Bernanke appeared on Capitol Hill for a scheduled question-and-answer session on the economy. He also answered questions about monetary and fiscal policy, urging Congress to avoid a "fiscal cliff" of tax breaks that expire together at year end.

But Senators from both parties questioned Bernanke about what the Fed knew and what it has done regarding LIBOR.

"Seems like somebody dropped the ball," said Sen. David Vitter (R) of Louisiana. He cited the fact that "we're four years later and we don't know" whether three US banks that also participate in setting LIBOR were guilty of Barclays'-style misreporting their cost of borrowing from other banks.?

"Knowledge of this occurred [at the Fed] in 2008," said Senator Vitter, yet the matter is still unresolved. "Am I missing something?"

"Only that ... I think the responsibility of the New York Fed was to make sure that appropriate authorities had the information, which is what they did," Bernanke responded.
