Speaker, Charlie Leder, is a principal engineer with the Water Authority and works in its Water Resources, Planning, and Engineering Division which manages all CIP for Water Authority facilities.? He brings the Water Authority 35 years of practical experience in planning, design, and construction of water and wastewater utility infrastructure.? The past 30 years of Mr. Leder?s professional career have focused on improving the Water Authority?s water and wastewater facilities as well as those belonging to other NM municipal and tribal utilities.
The Southside Water Reclamation Plant (SWRP) is the largest facility for water recycling in NM and has a capacity 5 times larger than any other comparable facility in the state.? First commissioned in 1962, the SWRP converts raw wastewater into clean effluent that can be returned to the environment while also generating bio-solids for compost and rangeland reclamation and electricity to power a portion of the treatment process.? This presentation summarizes some of the ?green things? done each day at the SWRP and provides an overview of plant assets now used.? With some of these assets in use since 1962 and limited funds available for renovation/repair since the last major upgrade in 1998, the SWRP is due for an ?extreme makeover?.? The balance of this presentation describes the asset management principles the Water Authority will now use to evaluate, design, and construct $250 million worth of renovations committed to the SWRP to be sure that limited ratepayer funds are well-spent.?? Particular focus will be given to describing future capital projects to be implemented in the next 5 years and the proposed method for project implementation.
